By consolidation the Infrastructure we bring a huge part of the life support infrastructure back in the control of the citizens. We take polluted water and turn it into Hydrogen via solar then recapture the clean water and energy on the end user side Water and Power.  Fossil fuel now used for combustion can now serve as non biodegradable building materials without releasing the CO2. The Funding for the repair maintenance and installation of the five part amenity infrastructure is now available to retrofit and to create low cost villages C21 In the Hydrogen Economy.
