Nixon's madman strategy

"I CALL IT the madman theory, Bob," Richard Nixon said
to Robert Haldeman. With the recent revelation of the
identity of "Deep Throat," the nation's memory has been
cast back to the Watergate crisis, which began with a
burglary 33 years ago this week. Nixon is remembered as
having threatened the US Constitution, but his
presidency represented a far graver threat than that.
Various published tapes have put on display his
vulgarity, pettiness, and prejudice and his regular
drunkenness. But what has generated insufficient alarm
is Nixon's insane flirtation with the actual use of
nuclear weapons.

"I want the North Vietnamese to believe," he went on,
"that I've reached the point that I might do anything to
stop the war. We'll just slip the word to them that for
God's sake, you know Nixon is obsessed about communism.
We can't restrain him when he's angry, and he has his
hand on the nuclear button, and Ho Chi Minh himself will
be in Paris in two days begging for peace." Six months
into his presidency, Nixon's frustration with Hanoi's
refusal to budge in its demands at the Paris peace talks
was extreme, and he put his madman ploy into gear. For
this account, I depend on the political scientists Scott
D. Sagan and Jeremi Suir, whose 2003 article in the
journal International Security brought the incident to
light.

>From Oct. 10, 1969, through the rest of the month the US
military was ordered to full global war readiness alert,
without any provocation, and with no explanation to US
commanders as to the alert's purpose. Nuclear armed
fighter planes were dispersed to civilian airports,
missile countdown procedures were initiated, missile-
bearing submarines were dispersed, long-range bombers
were launched, targeting was begun. On Oct. 27, in the
climactic action designed to make it seem the madman was
loose, the Strategic Air Command was ordered to dispatch
B-52 bombers, loaded with thermonuclear weapons, toward
the Soviet Union. Eighteen of the bombers took off from
bases in the United States in an operation named Giant
Lance. "The bombers crossed Alaska," Sagan and Suri
wrote, "were refueled in midair by KC-135 tanker
aircraft, and then flew in oval patterns toward the
Soviet Union and back, on 18-hour vigils over the
northern polar ice cap." The ominous flight of these H-
bombers to, and then at, the edge of Soviet territory
continued for three days. This was all done in total
secrecy -- not from the Soviets, of course, since they
knew quite well what was happening, but from the
American people.

Unbeknownst to Nixon, his "madman" gamble coincided with
a border dispute simmering just then between China and
the Soviet Union. The two communist rivals were
themselves approaching war footing, and Moscow already
had reasons to be wary of America's tilt toward Beijing.
Thus, when signals of an American nuclear countdown were
picked up, Moscow would have had every reason to assume
that the United States was preparing to attack in
support of Beijing, perhaps launching a preemption of
Moscow's own contemplated attack against China. The
Soviets could have seen the American threat not as
"irrational," as Nixon intended, but as consistent with
a reasonable strategic purpose.

As if such accidental complications were not unsettling
enough, as Sagan and Suir point out, the entire "madman
theory" of coercion was flawed in its essence, depending
as it did on twisted logic that assumed an adversary
would respond to a calculated show of irrationality with
something other than irrationality of its own.
Presumably, Nixon wanted a frightened Moscow to convince
a frightened Hanoi to change its behavior in Paris as a
way of heading off Washington's insanity. Rational
Russians would save the world from crazy Americans. Come
again?

If Leonid Brezhnev, that is, behaved as Richard Nixon
did in October of 1969, the world would have been
plunged into nuclear horror. In the event, the Soviet
Union did not respond irrationally to the ploy. The
North Vietnamese ignored it. The secrecy of both regimes
makes it impossible to know for sure what they made of
the aggressive alert. But what do Americans today make
of it?

Watergate is a reminder of the primal fact that US
presidents are flawed human beings. Because he presides
over a nuclear arsenal, this otherwise common fact of
the human condition makes each president like every
leader of the nuclear-armed nations a threat to the
Earth. The "madman theory" proves the point: Nuclear
weapons themselves are mad and must be abolished.

Fluoride in tap water can cause bone cancer in boys, a disturbing new study indicates, although there is no evidence of a link for girls.

New American research suggests that boys exposed to fluoride between the ages of five and 10 will suffer an increased rate of osteosarcoma - bone cancer - bet-ween the ages of 10 and 19.

In the UK, fluoride is added to tap water on the advice of bodies such as the British Dental Association. The Department of Health maintains that it is a cost-effective public health measure that helps prevent tooth decay in children.

About 10 per cent of the population, six million people, receive fluoridated water, mainly in the Midlands and north-east, and the government plans to extend this, with Manchester expected to be next. About 170 million Americans live in areas with fluoridated water.

The increased cancer risks, identified in a newly available study conducted at the Harvard School of Dental Health, were found at fluoride exposure levels common in both the US and Britain. It was the first examination of the link between exposure to the chemical at the critical period of a child's development and the age of onset of bone cancer.

Although osteosarcoma is rare, accounting for only about 3 per cent of childhood cancers, it is especially dangerous. The mortality rate in the first five years is about 50 per cent, and nearly all survivors have limbs amputated, usually legs.

The research has been made available by the Environmental Working Group (EWG), a respected Washington-based research organisation. The group reports that it has assembled a 'strong body of peer-reviewed evidence' and has asked that fluoride in tap water be added to the US government's classified list of substances known or anticipated to cause cancer in humans.

'This is a very specific cancer in a defined population of children,' said Richard Wiles, the group's co-founder. 'When you focus in and look for the incidence of tumours, you see the increase.

'We recognise the potential benefits of fluoride to dental health,' added Wiles, 'but I've spent 20 years in public health, trying to protect kids from toxic exposure. Even with DDT, you don't have the consistently strong data that the compound can cause cancer as you now have with fluoride.'

Half of all fluoride ingested is stored in the body, accumulating in calcifying tissue such as teeth and bones and in the pineal gland in the brain, although more than 90 per cent is taken into the bones.

MPs who have recently voted against fluoridation proposals in Parliament include Jack Straw, the Foreign Secretary, and Michael Howard, the Conservative leader.

Anti-fluoride campaigners argue that the whole issue has become highly politically sensitive. If health scares about fluoride were to be recognised in the courts, the litigation, especially in the US, could be expected to run for decades. Consequently, scientists have been inhibited from publicising any adverse findings.

The new evidence only emerged by a circuitous process. It was contained in a Harvard dissertation by Dr Elise Bassin at the Harvard School of Dental Medicine. The dissertation, completed in April 2001, obviously had merit because Bassin was awarded her doctorate.

However it has not been published. Environmental organisations were repeatedly denied access to it, and even bodies such as the US National Academy of Sciences could not get hold of a copy. Eventually two researchers from the Fluoride Action Network were allowed to read it in the rare books and special collections room at Harvard medical library.

Bassin told The Observer her work was still going through the peer-review process, and she hopes that it will then be published.

Dr Vyvyan Howard, senior lecturer in toxico-pathology at the University of Liverpool, has studied the new material.

'At these ages the bones of boys are developing rapidly,' he said, 'so if the bones are being put together abnormally because fluoride is altering the bone structure, they're more likely to get cancer. It's biologically plausible, and the epidemiological evidence seems pretty strong - it looks as if there's a definite effect.'

There is at present no understanding as to why males should be affected rather than females.

A Department of Health spokesman said that the latest evaluation of research in the UK had identified no ill effects of fluoride.

Times "News Analysis" informs us, "are not the Dead Sea Scrolls." You are
warned, Congressman, to ignore the clear evidence of official mendacity and
bald-faced fibbing by our two nations' leaders because the cry for
investigation came from the dark and dangerous world of "blogs" and
"opponents" of Mr. Blair and Mr. Bush.On May 5, "blog" site Buzzflash.com
carried my story, IMPEACHMENT TIME: "FACTS WERE FIXED," bringing the London
Times report of the Downing Street memo to US media which seemed to be
suffering at the time from an attack of NADD -- "news attention deficit
disorder."The memo, which contains the ill-making admission that "the
intelligence and facts were being fixed" to match the Iraq-crazed fantasies of
our President, is sufficient basis for a hearing toward impeachment of the
Chief Executive. But to that we must add the other evidence and secret memos
and documents still hidden from the American public. Other foreign-based
journalists could doubtless add more, including the disclosure that the key
inspector of Iraq's biological weapons, the late Dr. David Kelly, found the
Bush-Blair analysis of his intelligence was indeed "fixed," as the Downing
Street memo puts it, around the war-hawk policy.Here is a small timeline of
confidential skullduggery dug up and broadcast by my own team for BBC
Television and Harper's on the secret plans to seize Iraq's assets and oil.
February 2001 - Only one month after the first Bush-Cheney inauguration, the
State Department's Pam Quanrud organizes a secret confab in California to make
plans for the invasion of Iraq and removal of Saddam.  US oil industry
advisor Falah Aljibury and others are asked to interview would-be replacements
for a new US-installed dictator. On BBC Television's Newsnight, Aljibury
himself explained,"It is an invasion, but it will act like a coup. The
original plan was to liberate Iraq from the Saddamists and from the
regime."March 2001 - Vice-President Dick Cheney meets with oil company
executives and reviews oil field maps of Iraq. Cheney refuses to release the
names of those attending or their purpose. Harper's has since learned their
plan and purpose -- see below.October/November 2001 - An easy military victory
in Afghanistan emboldens then-Dep. Defense Secretary Paul Wolfowitz to
convince the Administration to junk the State Department "coup" plan in favor
of an invasion and occupation that could remake the economy of Iraq. And
elaborate plan, ultimately summarized in a 101-page document, scopes out the
"sale of all state enterprises" -- that is, most of the nation's assets, "b&
especially in the oil and supporting industries." 2002 - Grover Norquist and
other corporate lobbyists meet secretly with Defense, State and Treasury
officials to ensure the invasion plans for Iraq include plans for protecting
"property rights." The result was a pre-invasion scheme to sell off Iraq's oil
fields, banks, electric systems, and even change the country's copyright laws
to the benefit of the lobbyists' clients.   Occupation chief Paul Bremer
would later order these giveaways into Iraq law.Fall 2002 - Philip Carroll,
former CEO of Shell Oil USA, is brought in by the Pentagon to plan the
management of Iraq's oil fields. He works directly with Paul Wolfowitz and
Douglas Feith. "There were plans," says Carroll, "maybe even too many plans"
-- but none disclosed to the public nor even the US Congress.January 2003 -
Robert Ebel, former CIA oil analyst, is sent, BBC learns, to London to meet
with Fadhil Chalabi to plan terms for taking over Iraq's oil.March 2003 - What
White House spokesman Ari Fleisher calls "Operations Iraqi Liberation" (OIL)
begins. (Invasion is re-christened "OIF" -- Operation Iraqi Freedom.)March
2003 - Defense Department is told in confidence by US Energy Information
Administrator Guy Caruso that Iraq's fields are incapable of a massive
increase in output. Despite this intelligence, Dep. Secretary Wolfowitz
testifies to Congress that invasion will be a free ride. He swears, "There's
a lot of money to pay for this that doesn't have to be U.S. taxpayer money.
b&We're dealing with a country that can really finance its own reconstruction
and relatively soon," a deliberate fabrication promoted by the Administration,
an insider told BBC, as "part of the sales pitch" for war.May 2003 - General
Jay Garner, appointed by Bush as viceroy over Iraq, is fired by Defense
Secretary Donald Rumsfeld. The general revealed in an interview for BBC that
he resisted White House plans to sell off Iraq's oil and national
assets."That's just one fight you don't want to take on," Garner told me. But
apparently, the White House wanted that fight.The general also disclosed that
these invade-and-grab plans were developed long before the US asserted that
Saddam still held WDM: "All I can tell you is the plans were pretty
elaborate; they didn't start them in 2002, they were started in
2001."November/December 2003 - Secrecy and misinformation continues even after
the invasion. The oil industry objects to the State Department plans for
Iraq's oil fields and drafts for the Administration a 323-page plan, "Options
for [the] Iraqi Oil Industry." Per the industry plan, the US forces Iraq to
create an OPEC-friendly state oil company that supports the OPEC cartel's
extortionate price for petroleum. The Stone WallHarper's and BBC obtained the
plans despite official denial of their existence, then footdragging when
confronted with the evidence of the reports' existence.Still today, the State
and Defense Departments and White House continue to stonewall our demands for
the notes of the meetings between lobbyists, oil industry consultants and key
Administration officials that would reveal the hidden economic motives for the
war. What are the secret interests behind this occupation? Who benefits?
Who met with whom? Why won't this Administration release these documents of
the economic blueprint for the war? To date, the State and Defense Department
responses to our reports are risible, and their answers to our requests for
documents run from evasive to downright misleading. Maybe Congress, with
it's power of subpoena, can do better.Blogs, the Media and DemocracyLet me
conclude with a comment about those pesky "blogs" that so bother the New York
Times. We should stand and offer a moment of quiet gratitude to the
electronic swarm of gadfly commentators who make it so much harder for the US
media to ignore news not officially blessed. Yes, Judith Miller's breathless
reports for The Times that Saddam possessed weapons of mass destruction may
have maintained "access" for the mainstream press to its diet of White House
propaganda, but the blogs insure that, whatever nonsense the US press is
biting on, the public need not swallow.
