People were starving because of the delay of help. the foraging for food was called looting for the poor and finding food for the whites. The excuse for not providing food and water was to stifle hope so the people would leave and of course those great shots of the people trying to feed themselves called looting which spread fear into the rest of the population. The whole evacuee population was considered hostile which dubs them immoral and dangerous which of course makes it easier to discount their suffering and the taking of their properties in the near future.
